By means of this letter, we address to You as the Chief Executive of Estados Unidos Mexicanos to request officially the repeal of the National Human Rights Prize awarded unreasonably to Isabel Miranda de Wallace, on December 15, 2010, handed back then by the President of the Republic, Felipe Calderón Hinojosa, in recognition of her course work promoting and defending the rights of victims of kidnapping.

Our Associations “Gente de México por la democracia” and the “Canadian Association for Rights and Truth”, along with a group of independent journalists have investigated rigorously and ethically this so-called “Wallace case,” because there are six people imprisoned and tortured ; five of which were under Self-incrimination under coercion, four of them already sentenced. So far we have found strong evidence that no crime was committed nor the circumstances that unfairly incriminate those people were given. According to our investigation, and journalistic investigations, based on the most recent complaints filed by the accused, Isabel Miranda Torres, the prosecution on her responsibility of forging documents, procedural fraud, misrepresentation to authorities and variation of names, including other crimes.

Additionally, in a lengthy document, the result of a two-year investigation, a copy of which will be delivered to the appropriate judicial authorities, our Associations have unequivocally demonstrated the complete falsehood of self-incriminating statements from the accused in which the party relies accusatory to establish the Corpus Delicti, and achieve convictions against these defendants.

We have also presented to different Human Rights Offices, strong evidence that the detainees were tortured under orders of Isabel Miranda de Wallace. self-incrimination and the fundamental human rights of the following people were systematically violated: Brenda Quevedo Cruz, Jacobo Tagle Dobin, César Freyre Morales, Juana Lomeli Hilda González, Antonio Castillo, Alberto Castillo and Jael Malagon Uscanga; this with the purpose to fabricate a kidnapping gang allegedly responsible for the kidnapping of businessman Hugo Alberto Wallace, who also has the identity of Hugo Alberto Miranda Torres.

In this simulation of abduction and murder, in which nine years the prosecution could not establish a single expert witness, we have found a network of public officials from various courts, among these, the Attorney General’s Office with privileged influence, created forged documents with blatant direction, participating in the violation of Human Rights of the accused, as provided in the study certified CNDH Istanbul Protocol. It should be noted that as of today, the rights of the accused are still being violated, including the sacred right to the presumption of innocence, through the recent spread of video allegedly PGR property from the Youtube account of the Association “Alto al Secuestro”, founded and headed by Isabel Miranda de Wallace. In these videos, you can watch Jacobo Tagle Dobin, Juana Lomeli Hilda González, César Freyre Morales, narrating and corroborating – in despite of countless contradictions between their versions- a history made by Isabel Miranda de Wallace, in violation of the most basic requirements of due process, including the right to the assistance of counsel and the presumption of innocence, a crime that was committed in February 2006 when the advertising company owned by Isabel Miranda Torres placed public signs with the faces and names of the defendants.

Our findings were published and augmented by the journalistic work of Guadalupe Lizarraga (Los Angeles Press, USA) and Anabel Hernández (Proceso, Mexico). After these publications, it is an ethical, moral, and political obligation to revoke, effective immediately, the National Human Rights Award awarded to Isabel Miranda Torres, while the authorities meet their obligation to investigate with strict adherence to the law on the facts alleged. Among the evidence that the Canadian Association for Rights and Truth gave to media, the original birth certificate of Hugo Alberto Torres Miranda which shows that this individual has no biological father as the current husband of Isabel Miranda, named Joseph Wallace Relief Enrique Diaz, but Jacinto Miranda Jaimez. This birth certificate and the CURP that the disappeared person processed on February 24th, 2010, even five years after his supposed death, not only provides a high degree of probability that Hugo Alberto continues living under his original identity, but during the reconstruction of facts conducted on the crime scene in which a drop of blood was found with the genetic profile of the mother and the adoptive father of the missing, was planted as a false test that sought to establish the veracity of the alleged facts.

In short, not only are there no valid expert opinions of evidence, there is also no clear motive for the alleged crime, nor conclusive declarations from the accused obtained legally and free of coercion. Evidence is clear in were planted false evidence in order to make people believe the judiciary and the public that there had been two of the most heinous crimes that do more damage to society: the kidnapping and murder.

As international Human Rights defenders from Canada and Mexico, we ask you to investigate until the last consequences for the fabrication of evidence in the Wallace case, all authors, intellectual and material, as well as all those who willfully concealed the truth.

In response, the face of Isabel Miranda de Wallace, the face of a powerful person, with influences within the institutions of the Mexican State, threatening journalists, corrupt public officials, allegedly responsible for the imprisonment and torture of innocents, is now in end, incompatible with the ethical quality required to obtain a Human Rights award.

Beyond this, by the invention of the kidnapping and murder of his own son, Isabel Miranda de Wallace or María Isabel Miranda Torres made the moral crime of having deceived the whole of Mexican society, their representatives and servants, and usurped the representative role of civil society and victims of kidnapping. She has exceeded and has used for her own interest, the powers of the adjuvant role of the Public Prosecutor which entitled him to the Mexican Constitution, to become a figure of public prosecution, whom dishonor and irreparably harm the democratic society.

Therefore, we, “Gente de Mexico por la Democracia” and the “Canadian Association for Rights and Truth”, request the immediate revocation of the National Human Rights Award 2010 which was delivered on behalf of Mexico, to Maria Isabel Miranda Torres.
